Creating TV Screen Backgrounds

This is one way that I have found to create the TV Screen look for backgrounds:

Create new image 100x6 bgcolor=white/16 million colors
Fill with the background color of your choice
Select the line tool width=1 and draw a line at the 0,3 coordinates (0 pixels across by 3 pixels down
Create new image 200x200 bgcolor=white/16 million colors
Select the fill tool/pattern and select the image you created and fill. The image will look like the one below:
Select image/resize and resize to 100x100
That's it! Below are three examples using a 1 pixel width line, a 2 pixel width line and a 3 pixel width line
